Heads of state should not wear masks during appearances or meetings for the simple reason that whomever they are meeting with or in the case of a public address the citizenry, press and foreign dignitaries should be certain of that person's identity. Half the time Joe Bidet wanders around looking like just any other doddering fool with a black mask that covers almost his whole turnip head.
