Not sure what you mean by theological clarity re the relationship between the the two men. I do think, however, that the authority from jurisdiction of a bishop who is emeritus is foggy at best.
It is another VatII/post VatII idea that lacked proper consideration.

The pope did something else: He basically turned the question of the validity of th marriage to the individual conscience. I disagree with this approach, but it's not the same as what you seem to think

He can act by bringing to the attention of the faithful that bergoglio aka francis is not a pope anymore having been excommunicated for formal heresy.

Perhaps he does. But is he right in thinking that.?
For any person to think that francis is a pope would mean accepting an individual who openly rejects the Real Presence of Christ in the Eucharist and many of His core teachings.
