Pope Leo XIV is facing a lawsuit at the European Court of Human Rights concerning the Vatican's decision to suspend pension payments to two former IOR managers, Paolo Cipriani and Massimo Tulli. Although both were convicted by Vatican courts for mismanagement, earlier Vatican rulings had ordered that their pensions be reinstated at a reduced rate. However, in April 2025, the Vatican Court of Cassation overturned these decisions, ruling that pensions are not an acquired right. Cipriani and Tulli are now appealing to the ECHR, claiming that this violates Vatican pension regulations and the European Convention on Human Rights.
Among the various legal troubles inherited with the previous pontificate, Pope Leo XIV now faces a lawsuit at the European Court of Human Rights because the Vatican allegedly did not respect a fundamental right of a retiree: the inalienability of the pension accrued by the worker.
