Francis Issues Rescript On Traditionis Custodes, Tightens Screws

Francis has confirmed that Roche’s Dicastery [allegedly] has the authority for a "full implementation" of Traditionis Custodes.
Dispensations for the use of parish churches, establishing personal parishes and the use of the Missal by priests ordained after July 2021 are reserved to the Holy See.
A diocesan bishop who has already granted dispensation in those cases has to inform Roche to evaluate the case.
When asked for such permissions, Roche has usually restricted the number of locations and giving the permission for only two years.
Even Traditionis Custodes says that it is up to the diocesan bishop to regulate the liturgical celebrations of his diocese.
