Motu Proprio: Centralization of Governance of the Diocese of Rome

Today, Leo XIV issued the Motu Proprio Confirma Fratres Tuos, which replaces the apostolic constitution In Ecclesiarum Communione, promulgated by Pope Francis in January 2023, which governed the vicariate of Rome.
According to the new constitution:
• The Cardinal Vicar regains primary executive authority over the Vicariate and assumes greater responsibility for its day-to-day governance while remaining accountable to the Pope.
• The Episcopal Council is no longer a decision-making body, but rather a consultative one. The Cardinal Vicar will chair it rather than the Pope.
• A new office, the Moderator Curiae, is established. The Moderator Curiae is appointed for a five-year term to coordinate the Vicariate's offices, oversee personnel, and manage administrative operations.
• The Vicegerent continues in a supporting role while transferring many administrative coordination responsibilities to the Moderator Curiae.

Please do not malign Pope Leo. It is not hardness of heart at all. He simply follows the Synodal Church mindset of "what I don't like must be wrong, what I do like must be right." "Licit" means in keeping with preexisting law and dogma. Pope Leo has not used the word that way because he literally hasn't been formed to understand that the Pope is not the source of truth but only the caretaker of the truth which was revealed ages ago and does not change with the times, public consensus or concrete situations.
