Although the Biden campaign did not announce where the Democratic candidate would speak, US television networks showed pictures of a large stage set up outside the Chase Center in Wilmington, Delaware. The former vice-president made his last public appearance in Wilmington on Thursday afternoon, alongside his running mate, California senator Kamala Harris. Mr Biden said yesterday that every ballot “must be counted” but added he had “no doubt that when the count is finished, Senator Harris and I will be declared the winners”. It can be a time consuming process, often taking eight months or more to complete. While there are distinctions between the first appointment of a priest as a bishop and a bishop's later transfer to another diocese or his promotion to archbishop, the basic outlines of the process remain the same.
