Chicago Cardinal Blase Cupich issued a cynical December 27 decree about the Roman Mass which becomes effective effect on January 25.
It "forbids" Mass on every first Sunday of the month, on Christmas, the Easter Triduum, Easter Sunday, and Pentecost Sunday.
Cupich asks Roman Rite priests to teach their faithful to “appreciate" that the Novus Ordo "introduces them to a greater use of Scripture and prayers from the Roman tradition.” In reality, the followers of the NO have no clue about the Bible and only 30% of them believes in Christ's presence in the Eucharist.
Nevertheless, Cupich tells Roman Rite priests to think about the “possibility" of using the failed NO although it is a smorgasbord of liturgical abuses. Graciously, he "allows" these priests to preside the NO Eucharist in Latin but "forbids" them to face God as a “concrete manifestation” of accepting Vatican II which, however, presupposes a celebration facing God.

A debate about what Vatican II actually said about reforming the liturgy is an interesting academic exercise, but completely useless in today’s Church. The Iconoclasts use VII to give cover to their destruction of the Roman Rite, but they don’t care what it actually says.

That's better than in some places. Even the N.O. in Latin (editio typica) is forbidden. I myself was personally accused of schismatic tendencies when I served as acolyte at a Dominican parish that offered the new Mass in Latin. My accuser said ignorantly; "Vatican II did away with Latin."

Cupich says that the priest must face the people as “concrete manifestation” of accepting the teaching of Vatican II - but VII presupposed celebration ad orientem and said nothing about the direction of the celebrant.
